Access requirements for emissions-free zone

  • All new vans and trucks registered after 1 January 2025 must be emission-free to enter the emission-free zone.

  • All vans and trucks must be zero-emission within the zero-emission zone from 1 January 2030.

The zero-emission zone will be signposted from 2026. You will always have the option to stop and turn around if you do not want to enter the zero-emission zone. If your vehicle does not meet the zero-emission zone standards, then you will not be allowed to enter the street. If you persist in entering, then you will receive a fine.

Transitional arrangements apply from 2026 to 2030

For vans and lorries registered before 2025, a number of national transitional regulations apply. The emission class or age of the vehicle determines up until which point it will still be allowed to enter the zone. The transitional regulations apply to the following vehicles:

  • Vans with emission class 5 have access to the zero-emission zone until 1-1-2027.

  • Vans with emission class 6 have access to the zero-emission zone until 1-1-2028.

  • Euro 6 rigids that are a maximum of 5 years old (from date of registration) on 1-1-2025 will have access to the zone-emission zone until 1-11-2030.

  • Euro 6 semi-trailer lorries that are a maximum of 8 years old (from date of registration) on 1-1-2025 will have access to the zero-emission zones until 1-1-2030.

Exemptions and waivers

Some vehicles qualify for an exemption. To gain an exemption for a vehicle, you do not have to do anything, it is granted automatically. Currently, an exemption is valid until 1 January 2030.

Some entrepreneurs are entitled to a temporary exemption. This exemption is meant to give the entrepreneur additional time to make the switch to other forms of transport. This policy is being introduced nationwide and is almost finalised. In addition, the municipality of Haarlemmermeer may also draw up a local exemption policy and local hardship clauses. These local policies will become part of the traffic decree that is to be ratified in 2024.
